Eagle Creek Sailing Club (ECSC)

 

1. RULES.  The Race will be governed, in order of precedence, by the Racing Rules of Sailing (RRS) 2005-2008, including the prescriptions of US Sailing, The Eagle Creek Sailing Club racing rules, and by these Sailing Instructions.

2.  ENTRY.  All members of ECSC are eligible to participate.

3. NOTICE TO COMPETITORS.  Notice to competitors will be posted on the official bulletin board located on the backside wall of the Race Committee shed located next to “B” Dock on the ECSC grounds.

4. CHANGES TO THE SAILING INSTRUCTIONS.  Except for changes made on the water, any changes to these sailing instructions will be posted on the official bulletin board not later than one hour prior to the first warning flag of the first race to which such changes apply.

5.  SIGNALS MADE ASHORE.  Signal made ashore will be displayed from the ECSC flagpole located next to the launching ramp.

6. SCHEDULE

6.1 Races will be conducted in accordance with the following schedule.

6.2 On Wednesday nights there will be one race.  Two races, scored separately, are scheduled for Sundays.

7. STARTING AREA.  The starting area will be on the Eagle Creek Reservoir, generally to the North of the ESCS inlet, approximately half way from the South (dam) end of the Reservoir.

8. CHECK IN.  Prior to the warning of the first race of each day, each boat shall check-in with, and be recognized by, the Race Committee (R/C) located on a vessel displaying the Code Flag “L” by passing close aboard on starboard tack and hailing her sail number. When a boat has been recognized, the R/C will hail the yacht’s sail number.  Boats failing to check-in properly may not be scored.

9. THE COURSE(S).  The race course will be indicated by a series of letters and numerals on the starboard and/or port side of the R/C boat.  Different courses may be sailed for each fleet and will be posted on opposite sides of the R/C Boat.  ECSC has seven permanent marks on the Reservoir as shown on the map posted on bulletin board.  The R/C may also post one or more letters “T” indicating that a mark of the course is a temporary buoy.  Marks shall be rounded in the order posted.  The color of the respective mark numbers (green for starboard; red for port) shall indicate the required side to leave the marks.  The last number, X or “T” shall be the finishing mark.  The finish line may be adjusted without a signal and regardless of the leg of the course being sailed by the competitors.  This modifies RRS 33.

10. CLASS FLAGS

10.1 The order of starts for the classes shall be indicated on the side of the R/C boat.  The R/C may combine two or more classes into the same start.  If classes are combined, the Class Flag for the first of the combined classes as listed below shall be the class flag for each class in the same start.  The Class Flags are:

11. MARKS. 
The marks are described under “Course(s).”

12.  THE START

12.1 Starting shall be in accordance with RRS 26.

12.2 The start line will be between the flagstaff on the R/C vessel at the starboard end of the start line and a permanent or temporary mark to the port side of the R/C vessel.

12.3 Other signals may be flown from a flag stand on the roof and other locations of the R/C boat, including flags to indicate the application of RRS 30.1, 30.2 and 30.3.

13. RECALLS

13.1. The Race Committee will not hail boats “On Course Side.”

13.2. In the event of a general recall, the warning flag for the affected class or classes will not be raised until all later starting classes have started.  The lowering of general recall signal will not signal a one minute or any other period to the warning signal for any class.  This modifies RRS 29.3. 

14. CHANGE OF COURSE AND ABANDONMENT AFTER THE START

14.1 A course may be shortened by the flying the code flag “S” and sounding two signals.  The R/C shall also dispatch a chase boat, if available, to the mark just before the finish leg.  When code flag “S” is flown, the next mark passed by the leading boat shall be the final turning mark.

14.2 The “leading boat” shall be the leading boat that is furthest ahead regardless of starting class.  The actions of that boat will establish the last leg of the course for its class and every other class.

14.3 If a race is abandoned, the abandonment shall apply to all classes that have started, but not to a class if every boat of that class has finished.

15. FINISH LINE.  The finish line will be between the flagstaff on the R/C vessel and a permanent or temporary mark to the port side of the R/C boat.

16. TIME LIMIT.  If no boat has passed the first Mark within 45 minutes for her fleet, the race will be abandoned.  If no boat has finished the race in progress for her class within 90 minutes of the start for her class, the race will be abandoned.

16.1 On Sunday, any boat not finished with 30 minutes after the first boat of her class to finish will be recorded DNF.

16.2 On Wednesday, the race committee will score all unfinished boats “in place” when the overall time limit is expected to expire before all boats can finish AND providing at least one boat has finished the race prior to the time limit expiring (Reeder Rule).

17. PROTESTS

17.1 A boat intending to protest shall report her intentions and the boat(s) being protested to the R/C upon finishing or retiring and obtain R/C acknowledgment. This changes RRS 61.1 (a).

17.2 Written protests on US Sailing Forms shall be lodged at the R/C boat within thirty (30) minutes of the docking time of the R/C boat after the final race of the day.  The docking time will be indicated by a sound signal from the R/C boat upon docking and noted by the R/C.

17.3. Protests will be heard in the approximate order of receipt. The approximate order and time of hearings will be posted on the official race bulletin board identifying protesting and protested boats.  It is the responsibility of each boat to check the schedule and attend the hearing in a timely manner with all parties and witnesses in order.  The Protest Committee is not responsible for searching for parties or their witnesses.

18. WITHDRAWAL.  A boat not racing shall keep clear of the race area. She shall attempt to notify the R/C of her withdrawal before leaving the race area.

19. SCORING.  Scoring shall be by the Low Point Scoring System of Appendix A of the RRS.  The races on Wednesday, the first race on Sunday and the second race on Sunday shall each constitute a separate series.  A boat must actually compete in thiry-three percent (33%) of races sailed in that series to qualify.  Fifty-one percent (51%) of the races actually raced in a series is scored.  If skipper serves as Race Committee or Assistant RC, their season average will be used to score that race (maximum two per series).  If a boat qualifies but did not compete in 51% of the races, the average of boats raced for the series plus one will be scored for each race needed.  This modifies RRS Appendix A9.

20. SPECIAL OUT OF BOUNDS AREAS

20.1 Approximately one third of the way from the South (dam) end of the Reservoir and on the East side of the Reservoir is a buoy mooring field operated by the Indianapolis Parks department.  A line extending from the westerly sides of the most westerly buoys of this field establishes an “out-of-bounds area.”  If any part of a boat crosses this line while racing, that boat shall be disqualified and cannot exonerate itself.  This modifies RRS 44.1.

20.2 At the dam on the south end of the Reservoir are buoys that mark the outflow of the dam.  A line extending from the northern sides of these buoys establishes an “out-of-bounds area.”  If any part of a boat crosses this line while racing, that boat shall be disqualified and cannot exonerate itself.  This modifies RRS 44.1
