I have received several inquiries regarding things happening around the Club. Hopefully most of the questions will be addressed by the articles from the Committee Heads in this issue (I guess mainly the Harbormaster since he seems to have the lion’s share of the work). One issue that I will try to tackle concerns our work with the IUPUI Sailing Club.
In the last issue of the Telltales, I mentioned that the board was working at firming up an affiliation with the IUPUI Sailing Club. A great portion of this work was undertaken by Max Gray who spent a good number of hours putting the agreement language together. This would have been almost impossible without Max’s expertise.
The Board of Directors has approved amendments to the ECSC By Laws to include a new class under section B NON-MEMBERS. The amendment reads as follows:
"c. Organizational Affiliates. Any affiliate must first be a member of an affiliate organization that has a signed agreement with ECSC. Affiliates shall pay dues in an amount determined by the ECSC Board of Directors and specified in the Organizational Affiliate Agreement but shall have no voting privileges. The Organization Affiliate Agreement will specify the terms and conditions under which an affiliate may use the ECSC club facilities. Items in the agreement may be, but not be limited to, access to ECSC club facilities, termination policies, allowable affiliate activities, participation in ECSC club activities, and payment of ECSC club dues and maintenance fees for the upkeep of ECSC club equipment and grounds."
IUPUI students will be considered Organizational Affiliates. A separate agreement will be negotiated and signed by the representatives of the IUPUI Sailing Club and an IUPUI faculty advisor. Under the agreement, IUPUI students will have use of the ECSC lasers and will be able to use ECSC members’ boats only with the member’s explicit permission. The IUPUI Sailing Club will be assessed a maintenance fee for the use of the Club facilities as well as dues for each Organizational Affiliate (student). Liability waivers will also be included in the agreement and signed waivers will be required for each affiliate.
We are currently expecting that about eight IUPUI students will take advantage of this opportunity. The ECSC Board Members and I feel that this will be an excellent way of promoting ECSC in the community.

With all that in mind, be advised that if you plan to sell your boat (and have signs to that extent on your boat), please park it in the lot on the left as you come down the hill. This location should appease shoppers and give them little right to wander the Club at will.
Thanks to all that have helped me in recent months and hang in there with the concrete thing. I will get it done, but it’s not going to be bass ackwards if I have anything to say about it. I still have some projects to do...the latest is the disassembly of some of the old dock sections that comprised B dock. The White River Yacht Club didn’t want our old junk and I’m tired of waiting on them. That means Mr. Dumpster is coming back after we have chopped the "mieces to pieces."

RACING
The next regatta on the schedule is the ECSC Regatta July 7/8. Please take the time to fill out the pre registration forms to help us with planning. We have had a change in the sailing instructions regarding the starting line being sacred. Please see the changes as posted on the official bulletin board next to the Race Committee Barn. The change indicates that the starting line will be sacred for all series racing and regattas. The PHRF committee has spoken. If you feel that you have unfairly been voted off the island, then file an appeal with them or please take up golf.
Below are the results of last weekend’s Highlander Indy Warm-up Regatta held at ISC.
A total of 15 boats participated in the regatta. Congratulations to Ed Spengeman Jr. who won the regatta. Charlie Brehob was the top ECSC sailor. Twelve total ISC and ECSC skippers competed in the regatta, seven from ISC and five from ECSC. Utilizing the high point scoring system, ISC is leading the series with 48 points over ECSC with 31 points. This was only the first of the four regatta series. The next regatta in the series is the Mayor’s Cup on June 9th and 10th, which is on ECSC's home waters.

ECSC PHRF
Rating changes and justifications.
Dear fellow racing sailors.
I would like to take this moment to introduce my PHRF committee. Our blue fleet representative is Mike Kaschak and our gold fleet rep is Mike Gray. Thanks to these guys for committing to serve on this committee. The job of the committee is to ensure that the PHRF fleets at our Club result in an equitable opportunity for a well sailed boat to win races regardless of design. As many are well aware, PHRF is not a perfect format, but it is the most popular. 50,000 boats use it in the U.S. which means it has some merit and history of success.
In what I guess is a quiet year, only two members submitted requests for adjustments or new ratings.
Chuck Walker requested a PHRF/Portsmouth rating for his new Hunter 170. The Hunter 170 is a brand new design and therefore has no current listing in U.S. Sailing PHRF or Portsmouth books. After calling the builder and the designer, we established a Portsmouth rating of 101.0. This number converts to 276 PHRF. The conversion was done using US Sailing guidelines of PHRF= 6 (DPN-55). I hope Chuck enjoys his new boat.
The second rating adjustment request came from Lee Roy Leeman for his J-22. He requested his J-boat be rated per J-22 ODR. The request was made prior to the first race of the year and will therefore be applicable to the spring series. Upon the arrival of the 2001 PHRF handbooks, we discovered 31 ratings under J-22 ODR. My research showed that much confusion surrounds this boat as it is one of the few one-design boats that comes equipped with a 100% jib, but can be readily fitted with a 155% genoa for use in PHRF fleets.
After E-Mailing other PHRF committee chairs around the country, we found out that the J-22 number listed in the PHRF handbook is a mish-mash of jib and genoa ratings. Having consulted with the J-22 fleet captain and in the interests of fairness, we as a committee voted unanimously to adjust the J-22 ODR rating (jib) to 183. This rating is 3 seconds a mile higher than the average for all J-22 fleets racing in the U.S.
Any J-22 owner wanting to declare his boat to use a 155% genoa made of any material will receive a rating of 177 which indicates the standard penalty/adjustment for headsail differences. All J-22 owners should declare their headsail choice as soon as possible. Any appeals to this decision should be submitted in writing complete with rationale and justification. A hearing will then be convened.
Lastly, I would like to thank my predecessor, Bruce Berner for doing the lion’s share of the work to the PHRF ratings and handing over a complete package.

Our 2001 social season has officially started with our Mother’s Day brunch which was once again hosted by Bill Harrington and his crew. It was a big success as always. Thank you, Bill and helpers, for making it a special occasion for all the mothers.
Next on our calendar is the Memorial Day Cookout. Jack and Karen Hale will be our hosts for this, our first afternoon cookout. Please remember that the Club provides only the meat, table service, and beverages. We ask that you bring a covered dish large enough to feed at least six adults or however many people you are bringing to the event.
With June just around the corner, we have the Father’s Day brunch coming up on Sunday, June 17th. Roger Black is hosting the event for the second time and he is looking for some volunteers to help out. If you are able to spend a few hours that morning fixing eggs, bacon, sausage, etc. please give me a call at 244-1561 or call Roger at 773-7396.. Remember, our social events can only be successful with your help.
I am interested in your thoughts about another evening at Victory Field to watch an Indians game. We did this last year and those that went had a great time. I believe we need to have at least 25 interested parties in order to get the group discount rate. Please flag me down at the Club or give me a call to let me know if it sounds like something I need to get busy on and get it organized.
I would like to take this opportunity to remind all of our members that with the Finn, Mayor’s Cup, and ECSC regattas all coming up within the next couple of months, everyone is welcome to attend the Saturday evening meals which are usually catered. This is a terrific way to meet the many people that make up our great sailing Club. The nominal fee associated with the regattas for these meals just covers the expense of the food. Where else in Indy can you get a great meal, great company, and a great time for such a small amount of cash??? Keep it in mind. As always, I’m open for suggestions on anything else you would like to see done.

Reminder...the first of six consecutive 2001 Sail Indiana sessions is Saturday, June 16th, 9:30a.m.- 12:30p.m. A cookout is planned for that day after the first meeting. Burgers, hot dogs, and buns are provided. Bring your favorite side dish. We should be finished by 1:30p.m. There is no cost to ECSC members. There is a $50 charge to each non-member, due no later than the first class. We request training assistance from at least one parent to help ensure a safer learning environment. If you haven't contacted me about this yet, please call 317-257-3684 before June 16th.
Also, we are pleased to have added a Sunfish to our ECSC fleet. Many thanks to Steve Brown and Mike Girdley for suggesting Eagle Creek as the best place for Tom Palmer's Sunfish. Tom, thank you for the donation! Your Sunfish fits in perfectly at ECSC.
